A method of forming a light-control panel comprises making a three-dimensional strip member formed of two elongated light-transmitting strip portions and an elongated, relatively opaque strip portion. The panel is formed of a plurality of these members arranged to form adjacent elongated cells having front and rear walls defined by light-transmitting portions and two additional walls defined by the opaque strip portions.
