A downrigger fishing apparatus is modified by the addition of an apparatus for pulling the lure forwardly and rearwardly relative to the downrigger line in response to the movement of the downrigger line through the water. This is effected by an impeller carried on an apparatus at the bottom of the downrigger line which rotates a shaft carrying an arm. A pulling portion of the fishing line is attached to the arm so as to rotate with the arm. A stationary member engages over the arm and contacts the pulling portion is it is rotated thus repeatedly grasping and releasing the pulling portion as it passes the stationary member to provide the forward and rearward movement of the lure relative to the downrigger line.
