A subscriber-based marketing and business method which pre-qualifies subscribers. A commerce management entity oversees a subscriber information compilation stage through which subscribers complete surveys indicating their areas of interest and preference; a product information stage through which participating suppliers market their products and services only to subscribers who have indicated an interest or preference corresponding to those products and services; and a purchase stage through which subscribers purchase products and services based on information and marketing materials conveyed to the subscribers in the product information stage. Purchases may be associated with an incentive program whereby subscribers receive a reward for purchases from participating suppliers. Purchases may be paid for by a credit card or debit card sponsored by the commerce management entity, for tracking customer and supplier performance, or alternatively by a membership card.
