A device to control fluid flow between a first point and a second point in a conduit/duct. The fluid control device has a support member to be mounted to a conduit, a gate having an actuator, first structure for mounting the gate to thesupport member for movement relative to the support member between a first and second position, second structure for urging the gate from one of the first and second positions towards the other of the first and second positions in response to a force applied to the actuator, and third structure for applying a variable force to the actuator. The second structure changes the position of the gate in response to a change in force applied to the actuator by the third structure in such a manner that fluid flow rate in a conduit varies in substantially direct linear relationship to the force applied by the third structure to the actuator as the gate moves between the first and second positions.
