2117898 9320929 PCTABS00027 A bipolar water ionizing electrode (18, 24) and a process employing such an electrode (18, 24) in an electrodialytic cell (10) are disclosed. The cell (10) has a plurality of ion exchange compartments (15, 16, 19) separated by cation permselective membranes (14) and the bipolar water ionizing electrode (18, 24). The bipolar electrode (18, 24) is permeable to gas and electric current and impervious to liquid.
