A pet refuse bag dispenser attachable to a leash provides a device for conveniently carrying a plurality of plastic bags when exercising one's pet. The dispenser includes a housing which defines an inner cavity and has an aperture therethrough which permits access to the inner cavity. The plastic bags are disposed within the inner cavity such that the bags may be individually removed through the housing aperture. The plastic bags may be connected end to end, folded or wound about a tubular axle. In several embodiments, this tubular axle is positioned centrally within the inner cavity of the housing such that the tubular axle, and thus the roll of plastic bags, may rotate therein. Specifically, in a first embodiment, the housing is formed of a cylindrical base into which the roll of bags is inserted, and a removable lid which encloses an open end of the cylindrical base. In other embodiments, the housing includes a blister pack affixed to a backing so as to capture the plastic bags therebetween. In another embodiment a header card connected to a perforated bag comprises the housing. Tearing the perforations creates access to the inner cavity through an aperture for the selective removal of the plastic bags.
