A manually cranking/electrical pipe cleaner includes a hollow main body in which an elastic wire is wound and received. A pipe axially extends from one end of the main body. An eccentric board is disposed at front end of the pipe. An outer tube is fitted around the pipe. A front cap is screwed with the front end of the outer tube. A restricting board is disposed in the front cap and formed with a cross-like perforation having multiple semicircular interconnected peripheral walls. The elastic wire is passed through the pipe, the eccentric board and the front cap. When rotating the main body, the front cap and the outer tube are kept still and the eccentric inclined through hole of the eccentric board will drive the elastic wire to rotate. Because of the restriction of the cross-like perforation of the restricting board in the front cap, the elastic wire extending out of the front cap will be rotated and deflected to jump in a knocking manner so as to rotarily dig the obstacles in the water pipe and clear up the water pipe.
