An apparatus for installing a tie bar for tying an existing brick wall to a backing wall. The apparatus includes a handle portion, locating provisions on the handle portion for locating a plug at a pre-defined position on the tie bar and pushing provisions for simultaneously pushing the plug and the tie bar into a pre-formed opening in the brick wall. Use of the apparatus permits the creation of a building structure apparatus including a backing wall, a brick wall spaced apart from the backing wall, the brick wall having front and rear faces and a plurality of mortar filled interstices and a plurality of tie bars extending between the brick wall and the backing wall. Each tie bar is located at a respective interstice, and includes a member having first and second end opposite end portions, the first end portions being located in respective bores formed in the backing wall and secured therein by adhesive and the second end portions being located in respective bores formed in the interstices and secured therein by adhesive. Plug members are positioned on respective tie bars, between front and rear faces of the brick wall to plug respective openings and to hold the tie bars in axial alignment with respective bores.
