A telecommunications network (10) can be modeled by the combination of a routing function (38) and a network sizing function (40). The routing function (38) simulates the network over which call events, generated by an event generator (42) are dynamically routed. A performance evaluator (46) within the routing function (38) measures the performance of the network and advises the sizing function (40) whether the performance is within a prescribed tolerance. If the performance is not within the prescribed tolerance, the sizing function (40) increases the size of the simulated network until the performance is within the prescribed tolerance.
