A method and apparatus handles an incoming call and performs hand-off in a wireless communication system including a portable communication unit (PCU](120) having a PCU identification code, and fixed communication units (FCUs] (102) having radio coverage areas (108, 110, 112) associated therewith. The FCUs (102) are coupled to a telephone system (114) by a telephone line (116) shared in common by the FCUs (102) for handling calls to and from the PCU (120), and the PCU (120) is associated with the telephone line (116) for receiving the incoming call. The FCUs (102) are coupled to the telephone line (116) in response to the incoming call, and signals are transmitted thereafter from the FCUs (102) for establishing a wireless communication link with the called PCU (120). The link is established between one of the FCUs (102) and the called PCU (120) in response to the one of the FCUs (102) receiving a responding transmission from the called PCU (120). Thereafter, the link establishment signals transmitted from the FCUs (102) are ended.
