A composition for topical application to the skin comprising at least one unsolubilized oil-soluble hydrophobic cooling ingredient having a heat of fusion above 100 J/g and a melting point substantially near body temperature, a polymeric emulsifier in which the cooling ingredient is not soluble, and a cosmetically acceptable carrier.
