A cart handling device is provided for dumping waste from carts into a large waste bin. The cart handling device includes a carriage mounted for sliding movement along a rail which extends upward at an incline over the large waste bin. A mounting element on the carriage is arranged to support a cart thereon for pivotal movement relative to the carriage about a horizontal cart axis. A first motor controls the upward and downward movement of the carriage along the rail while a second motor controls the pivotal movement of the cart about the cart axis. Each cart is loaded onto the mounting element when the carriage is located at a loading end of the rail in a loading position. Once loaded, the cart is displaced towards a dumping position over the large waste bin, wherein the cart is inverted relative to the loading position before being returned to the loading position for mounting another cart thereon. A plurality of limit switches control the operation of the motors for quickly transporting and dumping the carts.
