A monitoring system has a sensor, a video camera, at least two MODEMs, and a display. The video camera videos a monitored object as a motion picture sensed by the sensor. Then the first MODEM compresses data representing the motion picture and transmits the data via the public line, such as a telephone line or an integrated services digital network line, to the second MODEM. The second MODEM restores the data compressed by the first MODEM into the original data, and outputs the original data to the display. Lastly, the display displays the motion picture of the monitored object based on the original data transmitted from the second MODEM. Since the monitoring system according to the present invention uses a public line, the cost of the monitoring system is less expensive than those which use a leased line. The MODEM may be based on the V.42 specified by Comité Consultatif International Télégraphique et Téléphonique (CCITT).
