A hand-held container (10) for predissolving a detergent composition (14) includes a housing (12) and an aperture cover (26). The housing (12) contains a predetermined amount of a detergent composition and a solvent, and includes a dispensing passage (18). The dispensing passage (18) includes a distal end (20) and a flow restriction portion at the distal end (20). The flow restriction portion includes at least one aperture (24). The aperture cover (26) includes an aperture plug (28) corresponding to each aperture (24). When the aperture cover (26) covers the distal end (20), each aperture plug (28) passes substantially through one aperture (24).
