A sandwich building block panel is disclosed for use as a window, curtain wall or store front capable of withstanding hurricane force winds. The panel has front and rear high-impact plastic sheets sandwiching a wall of high-impact plastic interlocking blocks. The blocks have intersecting end walls including tongues and grooves adapted to mate with corresponding grooves and tongues on adjacent blocks. A frame is provided around the periphery of the panel.
