In order to improve the encoding efficiency while suppressing an increase in the size or memory band of a frame memory and having extendability in the encoding/decoding processing of a moving picture, a bit length extension converter (102) converts a target picture in which the pixel value is expressed as a bit length N so that each pixel value is expressed as a bit length M, a compressor (110) encodes the converted picture, and an expander (111) restores the encoded picture. Then, a bit length reduction converter (113) converts the picture into a reproduction picture, in which the pixel value is expressed as a bit length L of a smaller value than the bit length M, and this reproduction picture is stored in a frame memory (114) as a reference picture.
Selon la présente invention, lors du codage/décodage d'images animées, l'efficacité du codage est améliorée et le développement est facilité tandis que les augmentations des capacités des mémoires de trames et des bandes sont supprimées. Un convertisseur développant la longueur binaire (102) convertit une image cible, dont les valeurs de pixel sont exprimées à l'aide d'une longueur binaire N, en une image dont les valeurs de pixel sont exprimées à l'aide d'une longueur binaire M. Un compresseur (110) code l'image ainsi convertie. Un décompresseur (111) décompresse l'image ainsi codée. Un convertisseur contractant la longueur binaire (113) convertit l'image ainsi décompressée en une image reproduite dont les valeurs de pixel sont exprimées à l'aide d'une longueur binaire L qui est plus courte que la longueur binaire M. L'image reproduite est ensuite stockée en tant qu'image de référence dans une mémoire de trame (114).
