ABSTRACT OF THE DISCLOSURE This invention relates to a power controller device which can control the power being delivered from an alternating current power source to a resistive load device, such as an electric water heater or a base board heater. The power controller device can reduce the amount of power being delivered to the resistive load device by discrete internals, such as steps equal to 10% of the power the resistive load would consume during normal operation. In this way, the device can be programmed so that different levels of power can be delivered to the resistive load device during predetermined time periods to decrease additional demands placed on utilities during "on-peak" hours. The device also comprises over-voltage sensor means to sense "free wheeling" conditions and use power which would otherwise be lost during these conditions. The device further comprises means to sense when brownouts and blackouts occur. In this way, the device gradually increases the output power to the resistive load device to avoid "fly-back".
