A communication system (10) for providing services to a plurality of subscribers comprises a network controller (18), a plu- rality base station (20, 22, 24) and a wireless mobile subscriber unit (12). The network controller includes a memory (84) for stor- ing information pertaining to a plurality of subscribers. A controller (82) processes information in the memory. A general services module (88) provides general services to the subscribers, and an individual services tank (90) provides individual services to the subscribers. The base stations each include a radio transceiver (30) that includes a memory (36), coupled to the radio transceiver, for storing a plurality of memory templates. The base stations also include a controller (38), coupled to the memory, for process- ing information in the memory templates. Lastly, the wireless mobile subscriber units each contain a radio transceiver apparatus (50), coupled to the base station radio transceiver for requesting access to, or the processing of the information from the memory templates in the network controller, and alternatively from the base station.
