A method for removing SO2 from a flue gas containing SO2 and fly ash includes channeling the flue gas to a tank. The flue gas is then sprayed with a liquid solution in the tank for creating a slurry in which the fly ash absorbs a quantity of the SO2 from the flue gas. The liquid solution is then buffered with an organic acid having a pH less than 5 for maintaining the slurry at a pH less than 5.
