A flame-resistant non-drying putty composition is prepared by adding 2 to 20 parts by weight of an unvulcanized solid rubber, 10 to 50 parts by weight of a plasticizer, 300 to 800 parts by weight of a metal hydrate, 20 to 200 parts by weight of a foliated talc, and 0.5 to 5 parts by weight of an organic fiber to 100 parts by weight of one type of liquid resin having a viscosity of 5,000 to 200,000 centipoise at room temper- ature or a mixture of two or more types thereof and kneading the resultant mixture.
