A system (700) for providing control channel information is provided. The system (700) comprises a processor (720) programmed to promote transmission of a multicast control channel (MCCH) (150). The MCCH (150) includes information related to a service notifying user equipment when transmission on a resource is blocked by one or more cells within a plurality of cells. The MCCH (150) further includes information notifying user equipment when the service is transmitted at less than full power by one or more of the cells of the plurality of cells.
