A system for measuring the oil/water/gas content of a three phase fluid flow regime having greater than 20 % gas phase is disclosed. A fluid flow preconditioner (30) is placed in the flow line (24) prior to entry into a STARCUT monitor system (20). The preconditioner (30) provides a mostly liquid phased flow for input to the monitor system. The monitor system (20) also develops a control signal which is applied to the preconditioner (30) to control its output flow stream.
