This invention provides a method and an apparatus that consumers can use to select retail merchants over the internet. Information is obtained from consumers about services and products they desire. Potential providers then view the consumer's information, and pay to make their own information available to one or more consumers they select on the basis of the consumer's description. The consumers may then enter into a dialog with the providers to set up a merchant transaction. Thus, the system is driven by consumer's needs, and financed by the merchants. An advantage of this system is that by requiring the providers to pay for access to the consumer's information, the consumers are not inundated by large volumes of inappropriate and unwelcome solicitations. Instead, the merchants are self-selecting as being both able and financially eager to provide the desired products and services.
