ABSTRACT OF THE DISCLOSURE An apparatus is disclosed wherein, when a group of surge absorbing elements for use with an apparatus to be connected to communication lines are disposed onto a circuit board for a surge absorber, a predetermined holding circuit board separate from the circuit board for a surge absorber is employed to reduce the mounting area of the group of surge absorbing elements and improve the dielectric strength of the holding circuit board, and it is possible to reduce the mounting area of the group of surge absorbing elements on the cirucit board for a surge absorber to about one half or below one half that of a conventional apparatus. Further, since the distances between individual wiring patterns can be reduced if the dielectric strength of the holding circuit board is equal, the area of the holding circuit board can be further decreased.
