A culvert passage apparatus for the passage of fish upstream along a water flow through a culvert includes at least one baffle mounted in at least one retainer. The retainer is mountable into the culvert. The retainer is shaped to snugly mount within, generally laterally across, the culvert so as to extend around or across at least a portion of an interior circumference of the culvert. The baffle is for creating turbulent eddies and backwater flooding in the water flow immediately downstream of the baffle. The baffle is mountable to the retainer so as to be positioned in, generally perpendicular to, the water flow through the culvert.
