A system and method is provided for communicating with a device disposed in a wellbore. Signals are sent through the Earth via signal pulses. The pulses are created by a seismic vibrator and processed by a receiver disposed in the wellbore. The receiver is in communication with the device and transfers data, such as command and control signals, to the device.
