A data switching system for switching fixed-length ATM cells divided from a variable-length packet where the number of VPI/VCI identifiers attached to the fixed-length ATM cells is minimized without undermining communications among terminals. The data switching system includes a plurality of queue buffer stores for storing the fixed-length ATM cells in queues. When the fixed-length ATM cells are stored in each of the plurality of queue buffer stores forming the variable-length packet, the data switching system reads out the fixed-length ATM cells of the variable-length packet to be subject to a VPI/VCI replacing operation on a packet basis to be outputted.
