A communication method and apparatus for requesting and satisfying quality of service (QOS) that is independent of a transport/network/link layer. The end- to-end system may contain one or more diverse packet-based networks (e.g., IP, ATM] where each network may have its own different QOS classes or criteria. The method and apparatus map the QOS between the application/middleware and transport/network/link layer where the application/middleware QOS that is being requested by the end user remains the same on end-to-end basis. Such mapping will allow a transport independent application to offer the end-to-end application layer QOS across all networks regardless of the types of networks that make up a communication path between end terminals. In other words, the application/middleware layer QOS will be available across all networks, regardless of whether the end-user's terminals are connected to the same network or different network types.
