The present invention is directed to a medical device comprising a wound dressing having a polymeric external surface. A gelatin hydrogel matrix material and a therapeutic agent encapsulated in liposomes within said matrix material, wherein said gelatin hydrogel matrix material is affixed to the polymeric surface of said wound dressing by a plurality of covalent bonds.
