A light adjusting thin film (11) is attached to a first surface (10a) of an electrolyte film (10). A hydrogen gas is supplied from a second surface (10b) side of the electrolyte film (10). If the electrolyte film (10) has a defective portion (10c) such as a crack and a pin hole, the hydrogen gas leaks to the first surface (10a) of the electrolyte film (10) via the defective portion (10c). The light adjusting thin film (11) is hydrogenated by the hydrogen gas which has leaked and the reflectivity of the light adjusting thin film (11) is locally changed. Thus, it is possible to visually check presence/absence of the defective portion (10c).
