ABSTRACT OF THE DISCLOSURE A machine is disclosed for forming a sleeve of ?hrinkable, polymeric material from a pre-decorated web. An elongated web of flexible sheet-like material is moved in a longitudinal direction with means provided for engaging the web for forming spaced-apart pleats therein. A cylindrical surface is provided having vacuum means for holding the web thereon with a rotary knife means which cooperates with the cylindrical surface for cutting the web across its width and severing a sleeve blank length from the web. Mandrel means are provided having a peripheral surface which is adjacent the cylindrical surface and engageable with the leading portion of the sleeve blank, the mandrel means includes a vacuum for holding the engaged leading portion on the mandrel surface. Means are provided for winding the blank onto the mandrel surface and heater means is provided which is operable in response to the wrapping the blank on the mandrel surface and for heating the leading and trailing edge portions of the blank prior to the overlapping such that they form a hollow sleeve. Stripper means is provided associated with the mandrel for axially stripping the formed sleeve from the mandrel. The sleeve may be employed over the closure of a bottle and shrunken to a snug fit with the pleats absorbing wrinkles that occur in the shrinking of the material. The closure is thus provided with a pre-decorated shrunken neck label and includes a pilfer-proof feature.
