ABSTRACT A passive picture display device containing a number of display elements for controlling the reflection or transmission of light. Each display element comprises a first electrode, a second electrode and a third electrode which is movable between the first and second electrodes by electrostatic forces. The device further comprises two parallel supporting plates of which at least one is transparent. The first and the second electrodes of each display element are provided on the facing surfaces of the supporting plates and the third electrode of each display element is movably disposed between the two supporting plates.
