The improvement includes the steps of re- heating the insulated layer then recooling and resolidifying the reheated insulated layer. The improvement also includes the steps of feeding and then reducing the outer diameter of the inner con- ductor prior to the winding of the rib onto the outer peripheral surface of the inner conductor.
