Freezing domestic mains have always been a problem for areas where subzero temperatures are experienced. This occurs because of the lack of movements of the water in the mains overnight when there is no domestic water demand. The answer to this problem has always been to either leave the water to run aground or create/install a circulation line. One solution is wasteful and the other is expensive, as massive digging would have to be done.
