The invention relates to 2-phenyl-2H-pyridazine-3-ones of general formula (I), wherein the variables R1, R2, X, Y and Z have the following meanings: X represents halogen; Y represents fluorine or chlorine; Z represents oxygen; R1 represents hydrogen or C1-C4 alkyl; R2 represents chlorine, OR3 or NR4R5, wherein R3, R4 and R5 have the meanings as cited in Claim No. 1; Z can also represent a group NR6 if R2 represents a group OR7, wherein R6 and R7 have the meanings as cited in Claim No. 1. The invention also relates to the agriculturally suitable salts of compounds of formula (I). The invention additionally relates to the use of compounds (I) and the salts thereof as herbicides and/or for the desiccation and/or defoliation of plants, to herbicidal agents, and to agents for desiccating and/or defoliating plants, which contain, as active substances, compounds (I) and/or the salts thereof. Lastly, the invention relates to methods for controlling unwanted plant growth (harmful plants) and for the desiccation and/or defoliation of plants using compounds (I) and/or the salts thereof.
