A cart for use at low-lying area is disclosed. The cart has a cart body pivotally mounted with two wheels or more than two wheels. A seat which can be elevated/lowered or rotated is mounted on the cart body. An upright tube is mounted onto the cart body, and is provided with a plurality of positioning holes. The top section of the upright tube is a positioning structure. The two lateral sides of the cart are forwardly extended to form a side tube where the axle of the wheel is pivotally mounted. The bottom of the seat is a branch rod which is rotatable at the bottom section of the seat. One end of the branch rod is mounted on the upright tube. An elastic fastener mounted at the branch rod is elastically mounted at the positioning hole to provide elevating and/or lowering movement.
