The present invention is for an electronic mechanism for controlling the operation of a newspaper vending machine comprising a microprocessor having a first program code adapted to control a plurality of electromechanical devices associated with the receipt of monies into the vending machine, the return of monies from the vending machine, and allowing access to the contents of the vending machine, said microprocessor further for data communication with a currency totalizer associated with monies delivered into the vending machine, and an electrical erasable programmable read-only memory (EEPROM) device connected to said microprocessor and adapted to receive and retain a second program code operating with said first program code to operate said vending machine, wherein said second program code and data in said EEPROM device may be erased and reprogrammed with a third program code and data distinct from second program code and data previously programmed in said EEPROM device.
