A display (3), conventionally used for only displaying a control state of a control unit (2), is used as a main unit for data communication, and performs conversion of the communication protocol governing data communication between control units (2) or between a control unit (2) and a data processor (7). Therefore the control units interlockingly operated in a control system (1) can be used exclusively for I/O control which the control units (2) primarily perform, thereby lightening the burden on the control units (2). Though there are a large number of types of communication protocol, it is unnecessary to take into consideration the type of communication protocol governing control units (2) and data processor (7) and the man-hours taken to write a software is reduced.
