A carrier composition which is a liquid at or below room temperature and forms a high viscosity layer or gel at body tem- perature, which comprises a water-soluble, nonionic cellulose ether having a cloud point not higher than 40°C, preferably 35°C, a charged surfactant and optional additives in water. Said carrier composition can be used for oral or local administration of a pharmacologically active substance to the skin, mucous membrane, the eye or a body cavity.
