ABSTRACT OF THE DISCLOSURE In a fixed dam that is erected in a body of surface water there is an inner shaft (1) which at the bottom can be connected by means of a passageway that can be closed by gates (2,3) to both the upper and the lower body of water. Within the shaft (1) there is a heavy float (4), the up and down motion of which operates a working cylinder (8) that is configured as a double-acting piston-type pump that works on the fluid chamber of a hydropneumatic pressure accumulator (13). The pressure fluid (10), that is highly pressurized as a result of this is supplied to a generating machine, preferably a turbine (20) and there released. The generating machine can drive an electrical genera- tor. It is expedient that a closed circuit be provided for the pressure fluid, in which it is supplied directly from the genera- ting machine to the suction side of the working cylinder (8) that works as a piston-type pump.
