A method for assessing, with respect to a proposed subdivision or other project, the suitability of having its houses factory built, in whole or in part, by identifying those specific elements whose presence or absence is critical to the viability of the project and rejecting the project from further consideration if it has at least one failed critical element or if the project has no failed critical elements, identifying those cost elements which are materially different as between stick building and factory building with respect to the project in question, and for each such cost element, determining the stick building cost and the factory building cost and calculating the difference between them, calculating the "sum of the cost differences" by adding together all of the said calculated differences to provide a total and using the said sum of the cost differences in determining the suitability of the project for having its houses factory built in whole or in part.
