This invention discloses a method for preventing and discharging flood with a simple structure by convenient operation, which has great discharging ability. It's a method for accelerating the discharge of flood from rivers to seas by the range of flood and ebb, which is achieved by the following technical measures: a Programmable Tidal Current Control Gate(PTCCG) is set up in the tidal current area of estuary(which is tangent with coastline or on the narrow section of the riverway), and said TCCG is across the both banks in theory; the PTCCG is closed to prevent the tide during the flood while is opened to discharge the flood out during the ebb when there is dangerous in flood seasons. The PTCCG is normally opened when not in use.

L'invention concerne un procédé permettant d'empêcher et d'évacuer une inondation au moyen d'un dispositif approprié possédant une grande capacité de décharge. Ledit procédé consiste à accélérer la décharge des inondations provenant des rivières vers la mer par utilisation du flux et du reflux de la mer. Ce procédé est mis en oeuvre au moyen des mesures techniques suivantes: une grille de régulation de courant de marée programmable (PTCCG) est installée dans une zone de courant de marée d'un estuaire (tangente à la côte ou située sur la partie étroite du lit de la rivière), et la PTCCG est disposée entre les deux rives de ladite rivière. La PTCCG est fermée pour empêcher la marée pendant l'inondation, et est ouverte pour décharger cette inondation pendant le reflux lorsqu'il y a un danger en périodes d'inondations. La PTCCG est normalement ouverte lorsqu'on ne l'utilise pas.
