Speech decoding and/or encoding method and/or apparatus for a speech code according to code-excited linear prediction (CELP). A linear prediction parameter code is obtained by encoding a linear prediction parameter from the speech code and likewise the linear prediction parameter is obtained by decoding the linear prediction parameter code. An adaptive code vector corresponding to the adaptive code concerning a decoding period is obtained from an adaptive codebook. An evaluated noise level is obtained from a gain of the adaptive code vector or pitch information corresponding to the adaptive code, which evaluated noise level is used to weight time series vectors forming an excitation code vector. During decoding the excitation code vector is obtained from a mathematical operation on the time series vector extracted from the excitation codebook and an operand based on a gain of the adaptive code vector. During encoding the excitation code is produced by comparing the speech with a coded speech formed from the adaptive code vector and the excitation code vector. Speech is synthesized during decoding using the linear prediction parameter and an excitation signal formed by weighted addition of the adaptive code vector and the excitation code vector.
