A method provides for improved compression techniques over inherently unreliable underlying networks. A fixed compression dictionary is sent from a first terminal to a second terminal during the start up of a communications session between the terminals. The first terminal then compresses data in accordance with the transmitted fixed dictionary. The receiving terminal expands the compressed data in accordance with the received fixed dictionary. If packets are lost over the network such loss does not have a deleterious effect on the compression algorithm as in known adaptive compression techniques.
