A method of making a plastic injection molded component which is substantially impervious to hydrocarbons, is electrically conductive, or both, and a component formed by the method. The method includes providing a premold member over which at least one layer of material is provided and then overmolding the premold member and the at least one layer of material with plastic in an injection molding apparatus. The at least one layer of material can be formed from a material which is either substantially impervious to hydrocarbons or is electrically conductive to provide an integrally formed one-piece component. Alternatively, one layer of material can be provided which is both substantially hydrocarbon impervious and electrically conductive, or two separate layers can be provided, one each with a respective property.
