A roadway or fence comprises a series of panels (11) linked together by means of flexible joints (13,16). A series of the panels (11) is prevented from separating into discrete panels by means of a rigid compression rod (17). Lengths of the panels thus connected are secured to further such lengths using pairs of hasps (22). The panels (11) arc lightweight, extruded plastics panels preferably including hollow recesses (24).
