A label switching router that includes a data relay controller for transferring IP packets, detecting any transfer IP packet satisfying a particular condition, and controlling an ATM switch based on a detection result and an ATM switch for switching between adjacent nodes for transferring ATM cells. An operation state of the data relay controller is monitored and a user-specified VP route is established for the ATM switch according to a fault circumventing route table, thereby continuing communication between the adjacent nodes on both side of this ATM switch if a fault occurs on the data relay controller.
