A tubular liner and a method for the rehabilitation of damaged conduits are disclosed. This tubular liner has unbound concentric outer and inner tubular jackets made of a flexible material capable of being impregnated with a curable adhesive resin. The tubular liner also has an impermeable film made of a material impermeable to liquid, bonded to an inner surface of the inner jacket. Therefore, the proposed method for rehabilitating a damaged conduit comprises the steps of: a) providing the above mentioned tubular liner; b) injecting a curable adhesive resin between the two tubular jackets: c) impregnating the curable adhesive resin into the tubular jackets; d) inserting the tubular liner into the conduit; e) shaping the tubular liner to conform to the inner wall of the conduit; and f) heating the curable adhesive resin for rigidifying the tubular liner.
