An absorbent pad for rendering hazardous liquids inert which includes an absorbent layer of highly fibrous mass having a first face and a second face. At least one liquid pervious neutralizing layer is bonded to the absorbent layer. The at least one neutralizing layer contains an evenly distributed concentration of a first neutralizing chemical and a second neutralizing chemical. The second neutralizing chemical intermixes with the first neutralizing chemical when exposed to a selected liquid to release a neutralizing agent.
