ABSTRACT A liquid collecting system for use in controlling toxic liquid leaks and disposing of the collected leaked liquid. The system has an absorbent pad which can be placed under the leak. The pad includes an absorbent blanket treated with material that gelatinizes the collected liquid, a liquid impermeable shell holds the blanket and a liquid permeable cover retains the blanket in the shell. The system includes a liquid impermeable storage bag for the absorbent pad.
